Abstract

Most campaigns lose the seats they could have won by spending the final fortnight on booths that were never in play. Drawing on the structure of Indian constituency returns, this report sets out a practical framework for reading elections at booth level — ranking the winnable middle band, separating turnout problems from persuasion problems, and testing whether a campaign's own interventions actually move the vote.
